Incorrect Bulk (Domestic) billing by DHBVN

 

We have observed that for a large number of societies which buy Electricity from DHBVN under Bulk (Domestic) connection, the billing by DHBVN is not correct. DHBVN does not carry out correct interpretation of 4 % discount on energy consumption and that results in excess billing. Let us have a look at it in detail.

 

 

HERC regulation states the following:

 

In case of single point supply as per HERC (Single Point Supply to Employers’ Colonies, Group Housing Societies and Residential or Commercial cum Residential Complexes of Developers) Regulations, 2013, Bulk Supply (Domestic Supply) tariff shall be applicable.  A rebate of 4% in case of supply at 11 kV and 5% in case of supply at higher voltage in the energy consumption as recorded at Single Point Supply meter shall be admissible.

 

The tariff clearly states the rebate is applicable on energy consumption.

 

For many societies, DHBVN considers the 4% discount on consumption for energy charges only.

 

Our contention is that the following tariff heads should be based on discounted energy consumption:

 

a.            Calculation of average energy consumption per dwelling unit

 

b.            Calculation of FSA

 

c.             Calculation of Municipal Tax

 

d.            Calculation of Electricity Duty

 

 

 

There are some subdivisions of DHBVN which carry out correct interpretation of the regulation but larger number of subdivisions which are charging excess bills.

4% rebate is applicable for all domestic bulk connections at 11 kV load in Haryana. At 33 kV, domestic bulk supply connection, the rebate is 5 %.
The domestic bulk supply connections are applicable if the load is more than 70 kW, the number of apartments/hous es are more than 20 and the connection is taken under domestic bulk category.

PL EXPLAIN WHETHER THE 4% REBATE IS APPLICABLE FOR ALL TYPES OF SINGLE POINT BULK SUPPLY CONNECTIONS AT 11 KV TO GROUP HOUSING SOCITIES AND AT MINIUM OF WHAT KW LOAD

I am sorry that you have not followed the argument. DHBVN charges the society at the Bulk domestic Supply Rate.
The society can not charge the residents at domestic bulk supply rate. The society should charge residents upto "domestic supply" rate.

I agree residents should be billed on Bulk Supply (Domestic Supply) Why does Vipul bill on Domestic Supply rates???
